Andrew Cowan is TC Young’s Managing Partner and head of the litigation team. He has over 30 years’ experience of housing law and civil litigation.

Andrew is one of only two solicitors in Scotland (both TC Young) who is included in the Legal 500 Hall of Fame in respect of social housing.
Acknowledged as a leading specialist in Scottish tenancy law, he provides advice and training to Registered Social Landlords (RSLs), the private rented sector and local authorities.
Andrew’s experience has been acknowledged by his external appointment as a legal member of the First-tier Tribunal for Scotland (Housing and Property Chamber).
Andrew provides advice to clients looking for assistance in procurement/contractual arrangements and implementing conditions in connection with building/maintenance contracts.
Andrew has considerable experience representing clients on all aspects of civil work. This has involved advice and representation, including arbitration and mediation services, in a variety of complicated contractual disputes, general contract law and representing staff at court where required as a result of any legal actions raised in the course of their duties.
In addition to his housing knowledge, Andrew has gained considerable experience in all aspects of Mental Health law, having been involved as a member of the Mental Health Tribunals Scotland since its inception. As the legal member, he is also the convenor of the hearings he sits on and has been an integral part of the system dealing with a variety of cases.
