Bio

Eileen Barr is a Senior Associate in our Projects and Third Sector Team, bringing extensive experience in advising Registered Social Landlords (RSLs) and charities. Since starting her legal career as a trainee with us, Eileen has become a trusted advisor to clients on a broad range of legal and regulatory matters.

Eileen specialises in Information Law, ranging from data protection to Freedom of Information (FOI) and the Environmental Information Regulations (EIRs). 

Eileen’s experience in assisting clients with data protection ranges from routine compliance matters (data audits, training, processing agreements) to handling data breaches and requests from data subjects. Her work ensures that organisations can meet their obligations under GDPR and other privacy regulations while implementing best practices for data management.

Commissioned by the Scottish Federation of Housing Associations and Glasgow West of Scotland Forum to provide support to RSLs in the run-up to FOI applying to the sector, Eileen’s has developed extensive experience in assisting RSLs with all aspects of FOI and EIR compliance. Eileen is frequently asked to speak at events on FOI, including the Holyrood FOI Conference and the National Housing Federation Governance Conference.

Eileen frequently negotiates loan documentation and associated finance documentation on behalf of RSLs. In addition, Eileen assists with all legal aspects of the finance process, from reporting to Boards on loan terms and managing completion and her experience allows her to anticipate what lenders, and clients, will require during the process.

Eileen is highly experienced in drafting and negotiating contracts for clients, including complex construction and software contracts. In addition, Eileen supports clients with their public procurement obligations and also provides advice on governance issues.

Eileen is noted as a “Leading Associate” in the Legal 500 for Social Housing. Eileen been shortlisted as a Rising Star in Real Estate (Social Housing) in the Legal 500 Scotland Awards.
